MINUTES OF THE BOARD OF SUPERVISORS

The work session was called to order by Chairman Hammaker with Vice-Chairman Falcoff and Supervisor Elling all present.
The Supervisors and Secretary-Treasurer reviewed all the items on the discussion list.
The Supervisors met with Nancy Fromnick to discuss the recycling requirements that the Township must follow as required by DEP.
Adjourned: The meeting adjourned at 2:55 p.m.

MINUTES OF THE BOARD OF SUPERVISORS

August 18, 2008
Chairman Hammaker called the meeting to order at 7:30 p.m., with Vice-Chairman Falcoff and Supervisor Elling all present.
Mr. Hammaker
moved that the minutes of the July 21, 23 and 30, 2008 and August 13, 2008
meetings be approved as distributed, Mr. Falcoff seconded the motion for all
minutes except the August 13, 2008 meeting, Mr. Elling seconded the motion for
all minutes except the July 23, 2008 minutes and the motion carried with all
Supervisors in favor.
ANNOUNCEMENTS
AND REPORTS
1) Mr. Falcoff presented the public safety information data, gave the August 2008 Accident Summary as follows:

accidents:
The hypothesis made last month of reduced accident rates because of lower traffic volumes is probably not correct. Current traffic count data shows mixed results; some roads have increases, some decreases. Year end data will be a better indicator.
Miscellaneous:
· Well pumping continues.
· Test well hydrocarbon analysis of samples taken July 21 came back negative.
These resulted in:
State police activity is in addition to these incidents.
2) Mr. Hammaker announced that the Township advertised for bids for an addition on the Maintenance Garage. The General Contractor will be McComsey Builders @ $63,863 and the Electrical Contractor will be Arrell & Snow Electrical @ $12,750.
NEW BUSINESS
Ordinance 174
Mr. Hammaker presented Ordinance No. 174 which deletes
Ordinance No. 110 regarding fines and penalties that are controlled under the
Municipal Planning Code. Mr. Hammaker
moved to adopt Ordinance No. 174.
Mr. Falcoff seconded the motion and it carried with all in favor.
Resolution 2008-9
Mr. Hammaker presented Resolution 2008-9 permitting both Longwood and Kennett Fire Companies to provide Basic Life Support Ambulance services in their respective service areas as specified by the current contract and Longwood Fire Company will provide Advanced Life Support transportation services for the entire Township. Mr. Hammaker moved to adopt Resolution 2008-9. Mr. Falcoff seconded the motion and it carried with all in favor.
ROADWORK
Mr. Elling stated that the roadcrew has been repairing sign damage throughout the Township, removed trees damaged in the storm, road banks were mowed, line painting was completed, in place paving will begin September 2, 2008, a new fire hydrant was installed on Burrows Run Road, New Garden Township will be detouring traffic from Scarlet Road Bridge replacement through the Township, inlets are being repaired throughout the Township, rubberized crack sealing will begin in September and the roadcrew has been working with East Marlborough Township through the Coop program.

Mr. Hammaker moved
to approve
Extensions
Mr.
Hammaker moved to approve the following extensions: 1) Shepherd property until
11/1/2008, 2) D’Agostino Property until 10/31/2008, and; 2) Delduco Property
until 10/31/2008. Mr. Falcoff seconded the motion and it carried with all
Supervisors in favor.
OTHER BUSINESS
Per
Capita Tax
Mr.
Hammaker moved to accept the Per Capita Tax Exonerations per memo dated July 22,
2008. Mr. Elling seconded the
motion and it carried with all in favor.
PUBLIC COMMENT
Elsie Johnson asked the status of the proposed traffic signal at Route 52 and
Hillendal Roads and Mr. Falcoff explained that it is in the design phase.
ADJOURNMENT
Mr. Hammaker acknowledged receipt of the financial statement for the prior month. Mr. Hammaker moved that the bills be approved for payment, seconded by Mr. Elling, with all Supervisors in favor.
