2014 Regional Police Study

On Wednesday, October 15th, representatives from the Pennsylvania Department of Community and Economic Development met with the elected officials and other members of the small working group from the municipalities of Kennett Square Borough, Kennett Township, New Garden Township and London Grove Township for the release of the Regional Police Feasibility Study (PDF).

About the Study

The officials from the DCED, Chief Joseph Kirschner (Ret.) and Ron Stern provided a written report and a PowerPoint presentation to all the attendees. As anticipated, the study provides an in-depth analysis of current police operations (where they exist), community demographics, type of service calls and volume, etc… The study will be used as a guide for the municipalities as they move into the next phase of this process.

The next phase of the process, which will begin in early January of 2015, will address the unanswered questions, conduct an in-depth budget analysis (cost to benefit study) and will take into consideration the political aspects. When all of these matters are complete, the process will move into the final phase, which is approval. A more accurate timeline for the final phase will be established in January 2015 by the Regional Police Working Committee.

"The Municipalities have expressed their gratitude to Chief Kirschner, Mr. Stern and to the Pennsylvania Department of Community and Economic Development for their hard work and attention to detail. The Municipalities continue to express support and enthusiasm as this process moves into the next phase. There remains a lot of work to be done, but this report gives us an excellent guide to accomplish this task if we find it's in the best interest of our communities."
