2023 Township Budget
Dear Kennett Township Residents and Business Owners,
This Wednesday October 19th the Board of Supervisors invites you to make public comments on its proposed 2023 operating budget at the Board of Supervisors public meeting. The meeting begins at 7:00p.m. and will be held at the New Garden Township Building located at 299 Starr Road, Landenberg, PA 19350. The Board of Supervisors are meeting at the New Garden Township Building because the Kennett Township meeting room is being renovated after a significant mold outbreak.
The proposed 2023 general fund expense is $6.8 million with $7.1 million in recurring revenue. The general fund supports the majority of your local government operations including administration, engineering, paving, public works, police, and fire/emergency medical service. The open space fund is supported by an Earned Income Tax put in place by referendum and the sewer fund is supported by sewer billing revenues. Details about the proposed budgets for these three funds, as well as the capital budgets, can be found on the Township Website. The proposed 2023 budget contemplates a .5 mil real estate tax increase which will raise $405,671 per year. The average home in Kennett Township has an implied market value of $624,762. They would pay an additional $126.00 per year, or, $10 per month. With a .5 mil tax increase, the 2023 general fund budget still pulls ($447,457) from existing reserves to fund the capital budget.
The largest cost drivers in the proposed 2023 budget are capital projects and emergency services. Public Works, Police, and Fire/Emergency Medical Services are the front-line government services in Kennett Township and makeup over 50% of the general fund budget. Their costs increase at a rate greater than inflation and our community relies upon them every day.
