Kennett Township Embezzlement Recovery Summary

The Board of Supervisors has remained committed to recovering the monies embezzled by former Township Manager, Lisa Moore, since the fraud was uncovered in 2019. 

 At this time, other than Moore’s restitution payments, the Township has exhausted its recovery efforts with 82% of funds recuperated. Municipal fraud recovery efforts yield an average return of 6%. Further recovery efforts by the Township at this time would incur additional legal fees that cannot be justified given the probability of further success. Due to the lack of additional recovery options, having spent $1,356,892 to date, and given the probable lack of return on additional investment, the Township is ceasing any further recovery efforts.

Moore will still be required to make restitution payments as a condition of her guilty plea. Restitution payments will be coordinated by the Pennsylvania Department of Corrections Parole Offices. The Kennett Township led recovery efforts have significantly expedited the return of taxpayer funds to Kennett Township taxpayers.
