NEWS RELEASE: KENNETT SQUARE MAN CHARGED WITH MURDER FOLLOWING AN ATTEMPTED CAR THEFT

The Chester County District Attorney’s Office and the Kennett Township Police Department announce the arrest of Javier Rivera, 33, of Kennett Square, Pennsylvania, for First Degree Murder and related charges. The Defendant was arrested during the early morning hours of August 11, 2025, and is currently held without bail in Chester County Prison.

The criminal complaint (the Defendant is presumed innocent until proven guilty) filed by the Chester County Detectives and Kennett Township Police Department indicates that during the evening of August 10, 2025, the Defendant attempted to steal a BMW from a residence driveway in Kennett Township. The victim, a 69-year-old resident of the home and owner of the car, began to argue with the Defendant. The victim chased the Defendant up the driveway, and at some point, the Defendant stabbed the victim in the torso and neck, killing him.

BOS Recap

BOARD OF SUPERVISORS MEETING RECAP:

The Kennett Township Board of Supervisors met on Wednesday, August 6, 2025. Some of the action taken at this meeting includes:

  • Ratification of the July 16th Bill Voucher and approval of the August 6th Bill Voucher.
  • Enacting Resolution 2025-13 which approves a Memo of Understanding between the Kennett Township Police Department and the Kennett Consolidated School District. This is a standard MOU and no changes were made since the last approval.
  • Adopted Resolution 2025-14 which accepted the donation of K9 Broc and transfers ownership of K9 Broc to Kennett Township. 
  • Approved proposal for survey and design work for the Five Points Intersection Improvement Project.
  • Voted to cancel the Wednesday, August 20th Board of Supervisors meeting.

In addition, Rachel Roberts of the American Mushroom Institute provided an update on new strategies being used to combat phorid flies. The full meeting recording can be accessed here.  

Expansion of the Municipal Facility 

At the August 6th Board of Supervisors Meeting, there was also a presentation on the potential expansion of the Municipal Facility. The full presentation is included in the meeting recording. 

A section of the Kennett Township website has been added to provide information to the public. You can view the slides from the presentation and see the rendering of the potential building HERE. 

This presentation was simply informational and residents are encouraged to submit questions regarding this plan to questions@kennett.pa.us. 


Kennett Fire & EMS Commission (KFERC) 

The Kennett Fire & EMS Regional Commission will hold a hybrid meeting on Tuesday, August 12th at 5:00pm at Pocopson Township (664 S. Wawaset Road; West Chester, PA 19382). Items on the agenda include: Updates from Regional Fire Department, Administrator's Report, Hiring Committee Updates, Consider having Emergency Vehicle Response consultant provide detailed costs for planned apparatus. Planning Commission

The Planning Commission (PC) will hold a hybrid meeting on Tuesday, August 12th at 7:00pm at Kennett Township in the Public Meeting Room.  Topics to be discussed include: Director's Report, Demo Permit-Historic Resource 416 Wharton Street, Kydd Subdivision and the Sketch Plan for 600 McFarlan Road. Open Position: Accounting Assistant

Join our small, dedicated team at Kennett Township. We're looking for a Full-Time Accounting Assistant to support our Finance & HR Department.

This role involves a variety of accounting tasks—A/P, A/R, reconciliation, billing, banking, and more. If you're detail-oriented, tech-savvy (hello Excel wizards!), and love being part of a collaborative team, we want to hear from you! Bachelor’s in Accounting/Finance preferred and  3–5 years of relevant experience. Additional Information can be found here.

The Work Zone: Updates from our Public Works Crew

ROAD CLOSURE NOTICE: McFarlan Road Improvement Project

Phase One of the work on McFarlan Road continues this week. The Kennett Township Department of Public Works is leading an important road improvement project as explained in previous emails and on our website. Phase one began, Tuesday, July 29th.  Portion of the road will be closed for the duration of work. 

Phase One: McFarlan Road closed from E. Hillendale Road north to Boulder Way. 

  • Emergency services and local residents will have necessary access.
  • The public is encouraged to avoid McFarlan Road from E. Hillendale to Rosedale for the duration of the project.

Phase Two: McFarland Road will be closed from New Granite north to Rosedale Road

  • Will begin after the completion of Phase One.  We now anticipate Phase Two to begin the week of August 18th.

Recycling Reminder

LOCATION: The Kennett Township Recycling Center is located at the Township Maintenance Garage at 557 Bayard Road.

HOURS: The Recycling Center is open DAWN to DUSK, Monday through Saturday and 10:00 am to Dusk on Sundays.

Yard Waste Reminder

Please be sure to review our updated rules to ensure compliance and avoid any violations. Located at 557 Bayard Rd.  The Yard Waste Debris Center is open Monday -Saturday, dawn to dusk and on Sundays from 10 am to dusk.  Additional information can be found HERE.

  • The Yard Waste Debris Center is for Kennett Township Residents only.
  • All contractors must be accompanied by the property owner.
  • No large stumps.
  • No dirt, stones, brick or concrete.

The Journey Home, a film about Vets, their community and PTSD

SUPPORT THE VETERANS IN YOUR LIFE!

Come out to the Kennett Library this Saturday, August 16th from 12:30-3:30 for a viewing and discussion of the film "The Journey Home, a film about Veterans, their community and PTSD. The journey home for Veterans struggling with PTSD can be crippling, leading to isolation, depression and hopelessness. This film seeks to tell this bigger story by focusing on the lives of Veterans, their families, and caring community members in small town Pennsylvania. This film discusses suicide, trauma, and other topics that may be upsetting. For viewers under the age of 18, parental discretion is advised. View a short preview of the film here!

The film screening will be followed by an expert panel discussion. Then, join the American Legion Post 491 of Kennett Square just up the street for more community support, including information about and distribution of free gun locks.

Hazardous Waste Event

HOUSEHOLD HAZARDOUS WASTE EVENT SET FOR AUGUST 23rd 

The Chester County Solid Waste Authority will host a free Household Hazardous Waste Collection event on Saturday, August 23, at the Oxford School District Administration Building (125 Bell Tower Lane, Oxford). Registration is required, and a list of accepted items can be found here. TVs, electronics, latex paint, and freon appliances will not be accepted. 


Bones Brigade

BRC SUMMER CONCERT SERIES

Don't miss out on this FREE Summer Music Series. Held on Thursday evenings July through August.  Its free music for the whole family, with a different food truck at each two-hour performance.  Gates open at 6 pm and the concert begins at 7:00 pm.  Bring your own chair, blanket and cooler!  The next concert is this Thursday, August 14th. BONE BRIGADE (GRATEFUL DEAD TRIBUTE BAND) will be performing and while you're there enjoy some yummy food from ON THE ROLL Food Truck. The event is happening at 1760 Unionville Wawaset Rd, West Chester, PA.
